Covert actions by foreign services aimed at a state’s infrastructure and functioning.
In its report for 2024–2025 the ABW writes of subversive operations organised mainly by specialised GRU and FSB units, and of the planning of acts of sabotage.1
Since 2023, sabotage and subversion committed as part of activity on behalf of a foreign intelligence service have been covered by Article 130 of the Polish Criminal Code.2
