An opinion-giving and advisory body attached to the Council of Ministers, dealing with the programming, supervision and coordination of the special services.
It is established by Article 11 of the Act on the Internal Security Agency and the Foreign Intelligence Agency. Its opinion is one of the conditions for appointing and dismissing the heads of the ABW and the AW (Article 14).1
