Predecessor
Law No. 801 of 1977 created the SISDE for domestic tasks, reporting to the Minister of the Interior, alongside the military SISMI. The 2007 reform replaced both services with agencies reporting to the Prime Minister and divided responsibilities by territory (see AISE).1,2
Tasks
AISI operates within national territory against internal threats, including subversive activity, terrorism and organised criminal aggression, and is required to cooperate with AISE (Article 7).1
Service personnel may run simulated business activities (firms or companies) for intelligence purposes with the consent of the Director General of the DIS, after the Prime Minister has been informed (Article 25). The DIS and the agencies may keep only archives that have been notified to the parliamentary committee (Article 26).1
Oversight and secrecy
Parliamentary oversight is exercised by COPASIR – five deputies and five senators, with a chair from the opposition (Article 30). State secrecy is imposed and confirmed by the Prime Minister (Article 1); the 2007 Law regulated it anew.1,3
