Covertly tracking the manufacture, movement, storage and trading of objects of crime before criminal proceedings are initiated.
It is ordered by the Head of the ABW, provided that it does not endanger human life or health (Article 30(1) of the Act on the Internal Security Agency and the Foreign Intelligence Agency).1
